Plans lodged for new 24-hour service station on Waterford to Dublin motorway

The development is planned for a site just off the M9 in Mullinavat, County Kilkenny
Plans have been lodged for a new 24-hour service station just off the Waterford to Dublin motorway.
Petrogras Group Ltd have submitted a planning application for the provision of the development at Garrandarragh, Mullinavat, County Kilkenny.
According to the application, provision is made for 'an amenity/services building with a gross floor area of approximately 1,028 sq. m that includes: a retail convenience store with part off-licence; two food outlets (one with a drive-thru function) and a coffee area'.
The proposed development also includes 20 EV charging points, six general vehicle fuel pump islands, external seating, 63 standard car parking spaces, four accessible spaces, two service bays, two waiting bays, three coach parking spaces, 14 HGV parking spaces and eight bicycle parking spaces.
A total of 37 signs (both illuminated and non-illuminated) are proposed to include both wall mounted signage and free-standing, with the totem signs measuring 8.83m and 17.5m high.

The cover letter submitted with the application states that ‘the applicant owns the site’, ‘there is no retention element’ and there is no NIS (Natura Impact Statement) or Environmental Impact Assessment Report (EIAR).
Back in 2023, a similar application was lodged by Petrogas Group Ltd for the site but that application was ultimately refused by Kilkenny County Council in 2024 because the planning authority was ‘not satisfied that effluent from the proposed development can be discharged at the site without risk to public health or the environment’.
Petrogas Group Ltd subsequently appealed that decision from Kilkenny County Council to An Bord Pleanála (now An Coimisiún Pleanála) but withdrew the appeal before a determination could be made by the national planning body.
This new application is a separate application and will be re-assessed in its entirety by the planning authority of Kilkenny County Council.
Petrogas Group Limited is a wholly owned indirect subsidiary of Applegreen plc and is active in the retail sale of motor fuel and in the operation of associated retail convenience sales, such as grocery goods, coffee and hot food — primarily trading as Applegreen.
